leave of absence and an allowance of $500 (Hong Kong

currency) for which no refund should be required.

Of the travelling expenses incurred by various Russian officers during the 1st and 2nd periods of the war,

half of which has been already paid, those incurred

during the second period should be repaid in full. An urgent application has been made to Peking, and if no definite reply is received from Peking within

two weeks, Borodin should assume the responsibility

for settling the matter.

Should any of the property of any Russian officer

be lost or damaged at the front or because of any

disturbance in Kwongtung, compensation should be

paid him forthwith to the amount of 75% of the

original value of the property after due report

of the extent of the loss has been made.

The Military Department should be instructed to make arrangements to disburse from Government Funds

financial assistance to the families of all Russian

officers who have been sent by Soviet Russia to

work in Kwongtung.
